Young of predatory species are highly susceptible to predation, even from their own species (not so common with mammals, but very common with some other taxa such as fish).
Some predatory species feed on each other. A great example are the Reticulated Python and the king Cobra. They are both apex reptile predators and both feed on each other. The outcome is never certain. I live in Cambodia and have found a >5m King Cobra eating a 2.46m Retic python, and have also found pythons eating cobras. It depends on which is larger.
I've also seen footage of a tiger killing a croc in India. Those sorts of events are rare and this one was triggered by food shortages leading to competition for a tiger kill.
There was also a Burmese Python found in the everglades (a released pet) that had choked to death on the alligator it was eating.
There are plenty of predatory birds eaten by predatory mammals, especially when still young. And vice versa.
so the answer is that it is pretty common in intact biologically diverse ecosystems, and in habitats where human impacts reduce prey availability.
I use the raw diet from http://www.pet-grub.com for my dog and it is also meant for cats. We probably just don't hear as much because people care for their dogs generally better than cats. Not sure why, it's probably just human nature because most dogs are much more loving than cats so we tend to give them better care. Anyway, check out that site it's very detailed.

You need to get the situation under control now. Your puppy needs some real rules and bounderies. Don't over look the food aggression, that can very well get you or your children bit, if this isn't taken care of now.
It starts with food, then moves on to a toy, bone or whatever.
You also need to limit the interaction between your young large breed puppy and your older small dog. I'm sure you don't want your older small dog to get hurt and she can get hurt or killed quiet easily. The interaction between both dogs should always, always be supervised. Never left alone together.
I suggest you find a good obedience training class and get the puppy under control and get a real handle on the food aggression. What will happen if one of your childrens' friends decide to try to take a toy something away from your pup? The kid will get bit and you'll have a lawsuit on your hands.
Feed your pup in her crate, she should not be allowed to eat the other dogs food. The only reason she gets away with it is because the older dog is not capable of reprimanding her.
You really need to become a leader in your home.
